It has been 300 kmh since construction and opening in 2009, International trains such as the Eurostar, travel at 300kmh on the line whereas slower trains e.g. sprinter use the line @ 200kmh, furthermore I got information from Wikipedia (https://en.wikipedia.org/wiki/HSL-Zuid), most of the line is @300 kmh except at tight turns and junctions.
