Thank you for investigating. While I was panning around the area, this particular way (way/23607953) seemed to be incorrectly labeled as unclassified. Hence, I changed the classification to ‘residential’ for consistency in the data. Regarding the surface tag, it wasn’t clear through the satellite imagery and hence erred on the side on not adding it.

Also, we so that there is no requirement for residential roads to have a street name according to Czech local tagging guidelines(osm.wiki/Cs:Map_Features#Pozemn.C3.AD_komunikace_.28Highway.29)

About the Imagery we tried the link you suggested, seems like there are no layers in the WMS link suggest in the wiki page.

Regarding the toggling of the classification, when I first changed the classification to residential from unclassified there was a tag named “created_by Potlatch 0.8a” which I assumed got deleted after my edit, so I reverted the changeset, later I got to know that tag goes away when we make an edit, so I changed the classification back to residential.
