If there are any written guidelines about the policies you have described in your comments, I would be grateful if you could reply with a link to them. Thanks for the message. My use of the highway=residential tag is consistent with the OSM policy found on these pages:
highway=*#Roads
highway=residential

Could you please provide a source explaining the policy about dead ends that you described?
