Oneway needs to be checked. If this block is typical of other similar-looking streets in the Bay Area it would only be one-way where the barrier at S 12th St is and not for the entire length.

Communications Hill seems to be on the south side of the tracks.

But the images are very dark and the condition below the turn restriction is very hard to see. It would be nice if local mappers can verify this turn restriction and map this.
