the line above the one you quoted mentions "cycle lanes which are part of the road without any physical separation from the other lanes except the painting on the road (don't map them as separate ways)" - the loop-shaped cycleways east of campus have physical separation from auto traffic, the ones throughout campus do not and should not be mapped separately

these are marked shoulder cycle lanes - highway=cycleway is intended for separated cycle paths, the relevant roads should instead be tagged with cycleway=lane where appropriate
