Thank you for clarifying the legal restrictions regarding residential pedestrian crossings, your local knowledge and input is greatly appreciated! I can remove the foot=no tagging from these roads and add sidewalk:both=separate to help indicate that the area is pedestrian-accessible (osm.wiki/Sidewalks#Sidewalk_as_separate_way). Happy mapping!
