Thanks for pointing it out, I have corrected my mistake there; I believe I just neglected to complete the JOSM validation (these duplicate ways and building nodes are sometimes created by the Conflation plugin).

Yes, they can be safely removed. These are comments on the WC GIS address node dataset originally created by the county mappers; when not empty, they often contain the name of the business/park/facility.

My procedure has been to remove them just before upload, as once in a while they can help me place ambiguous/poorly placed nodes, and I must have forgotten for some subset!
