Just to clarify the on-the-ground situation: this isn't just a temporary closure or resurfacing, but a full reconstruction to convert the entire intersection into a roundabout, with work running through December. The old junction geometry is physically being demolished and replaced.

Under OSM guidelines, using highway=construction is standard practice when existing road layouts are physically torn up for major redesigns. Also, because the new roundabout will require redrawing some of the nodes and ways once completed anyway, manual intervention will be needed regardless of the tags used.

That said, if you'd still prefer keeping the conditional access restrictions for the 3–4 month window (but also remember to change the geometry before the deadline) it's completely fine, you can keep the revert.

I can confirm that the roundabouts are there and they were recently installed.
