The CHOO2 tag is already attributed, and thus another tag should be given to the other substations.

The following link osm.wiki/FR:Key:ref:FR:RTE explicitely mentions "Cette clé permet d'indiquer le code unique et national donné aux objets. C'est à dire qu'un seul objet peut comporter une valeur donnée". Here there were four different elements with the same key.

The site has already been bought by the state, and RTE has already published the substations as being one of theirs, with id and name. Is there a way to keep the information somewhere somehow, without marking it as substation ?

A study has been made by RTE in this area, showing where the CALYPSO substation would be, and you can find evidence about begining of works on satellite imagery where you would see that the site has been cleared in this specific portion.
Maybe it would worth it to mark it as "in construction" for now, but keep RTE fields since they are already available online ?
