I did the change because I thought it was strange that a small segment of this road was missing speed limits, when the entire road had 100 km/h.

But after a second thought and after my friend's ride on this road, I'm pretty sure there is a 60 km/ in this u-turn.
Not sure exactly where it starts and ends though.
