The admin level 6 should be applied to the whole Colon municipality boundaries, not to the town boundary (urban residential zone). Properly the Colon town (populated place, asentamiento poblacional in the Cuban terminology, is only the seat of the municipality.
Hope this is clear, just as the rest of the municipalities. Please note that city/town boundaries are not official administrative subdivisions in Cuba
