Yes — I posted a disclosure to the talk-ja mailing list before starting, and documented the bot's scope and gating rules on the OSM wiki:

On the tagging mailing list, Frederik Ramm followed up asking how we ensure Wikidata holds actual Chinese names rather than transliterations/translations. My reply: the source is zh.wikipedia sitelinks (names that Chinese-speaking editors themselves use to refer to the entity), not machine translation, and the bot requires double-source agreement between the Wikidata zh label and the zhwiki article title before writing — if they disagree, the candidate is skipped.

The pilot is intentionally starting at very low pace (~5 edits/day, Japan only, strictly additive, one object per changeset) so the community can see the edits before any volume.
