Adding "بخش" before name of the districts in Iran's level 7 administrative relations. The changeset comment is wrong.

We have a County called Tabriz (with admin_level=6 tag).
We have also a city called Tabriz. I added the city boundary for Tabriz today with admin_level=8 tag.
There has never been an area called Tabriz with level 4 tag.

Wrong use of Memorial Tag, Adding perosonal addresses to Map.

Memorial Tag has been used but there is not memorial on this places.
