Hello Mateusz, thanks you for reaching out! From what I can gather someone named Walter Schlögl was adding those tags around Brazil in 2014. I believe I combined 2 ways and adopted those tags. I agree that tag it is redundant and I would encourage you to change, delete or modify it how you see fit.

Thank you for your question. By looking at the area with satellite imagery, these roads are all very clearly defined and lead to various establishments and structures. They are far more defined than the small, track roads present in the area. By comparing the function of these roads and how defined they are, that would indicate they should not be the same classification as the small, poorly defined track roads in the area. That is how I determined unclassified would be a far more appropriate classification.

Thank you for reaching out. I added these as unclassified roads because they are well used and are well established roads. They are not really serving the purpose of residential, so I felt unclassified was the best classification. I did not add them as tracks since tracks typically carry far less traffic and used far less often than these roads.
