Hi there — where did you get the Spy Hill track from? I pass by the Bill Williams Trail junction quite frequently and as far as I can tell this trail has been closed/removed with logs etc.

I'm changing to highway=path in changeset/133374131

I hadn't known about relations and hiking trails; I don't think it applies to this trail but will keep it in mind for future additions.
