a general fee is charged by just a few ATMs. Of course, those who operate in conjunction with their own banks have no charge for their customers. Furthermore, not all card fees are charged. This can be checked only by on-site or look for in the price list.

Your information is not correct, as a customer of the Sparkasse can draw here free of charge with the girocard money. A customer of the Volksbank but again not.

In general you are not charged at a german ATM if you have a dutch bank account. :-)

If we tag the atm with the fee its complicated.
In case of a stand-alone atm it would be fee=some.
For an atm as part of a bank it is not defined so far. In Great Britain sometimes atm:fee=yes/no/ etc is used.

atm:fee=some would make sense to me, even if it is new.
In my opinion it's better to leave this to data consumers. Important fact (already tagged) is that this atm is operated by Hamburger Sparkasse. Whether or not fees apply depends on the customer's card. An i-need-cash-now app could ask the user for details on their banking cards and then search OSM for suitable ATMs using a set of predefined rules.

I don’t agree with this: the fee is charged by the machine’s bank, not the card’s bank, it’s arguably a property of the cash machine itself.
@andrewsh: Mostly yes, but it's a bit more complicated. There are Banks like the DKB offering kind-of-free cash withdrawls for ATM-Banks which cooperate with DKB. Whether the customer has to pay a fee on the ATM or not also depends on the customer status at DKB (active customer or not). It also makes a difference what card the customer uses: The credit card or the debit card (DKB customers have both). And: The DKB credit card is a Visa card but even if the ATM says "visa/vpay for free" you may have to pay fees, if the ATM-Bank doesn't have a cooperation with DKB.
In the end it actually does depends on the atm bank, the card's bank and the customer (kind of). Other banks than the DKB may have similarly complicated price models. I simply wouldn't tag these information.
