Alright. I *have* looked at the wiki and my reading was that highway=cycleway is preferred over the more generic highway=path. The page you link to writes: "This tag is used for paths for which all and any of highway=footway, highway=cycleway and highway=bridleway would be inappropriate or inadequate [...]". But I'll defer to your judgement.

Well, it's even a question of logic. foot=designated excludes highway=cycleway and bicycle=designated excludes highway=footway. When highway is taged as both foot=designated+bicycle=designated there is only highway=path left, isn't it. I experience that many new osm users tamper with the highway=path tag in this tag-set combination as you did.

My interpretation of highway=cycleway is that it does not preclude foot=designated. highway=cycleway + foot=designated in my view is valid way to tag a combined cycle/foot path (either segregated or shared). https://wiki.openstreetmap.org/wiki/Tag:highway%3Dcycleway for instance lists "highway=cycleway + foot=designated" as an alternative to "highway=path + foot=designated + bicycle=designated". But it seems there are many opinions on the interpretation of highway=cycleway vs highway=path, so I will leave it at that. https://wiki.openstreetmap.org/wiki/Path_controversy.
