Why does this span the whole height of Europe and Africa?

I guess it is because of Bouvet Island, which is Norwegian territory.

It would be better to split such edits into separate changesets for the main territory and for each external territory.

It seems that the Norway relation (https://www.openstreetmap.org/relation/2978650) was updated which includes Bouvet island, so is it even possible to update it in smaller changesets?
