yes, look at google maps satellite imagery, it shows the satellite path of construction

It's under construction, look at google maps, all of segment e is under construction by now

Yes, Cam4r98 hasn't responded if he used Google's Imagery to add in the path of this highway. (see his first comment in this)

This section of Grand Parkway / 99 is now open (Tolls go into effect Feb 1, 2014 - free until then)
