It was interesting to find that US Tiger data needs clean-up especially since the census uses it. Thanks to mapquest for hosting the green bar/red bar tool as found in the unit testing world http://open.mapquestapi.com/tigerviewer/index.html?zoom=12&lat=33.58297&lon=-112.14955&layers=B

I believe one of the wiki pages points out that the original intent of the TIGER data was to be printed out on clipboards and referred to by census workers walking around neighborhoods. Sub-meter (or even sub-decameter) accuracy wasn't as important as getting the general geometries of the roads relative to each other.
in recent years, the Census Bureau has put more work into getting greater accuracy in their road data, but reimporting their new data into OSM is pretty much a practical impossibiity.

I'm not terribly surprised the Census data is way out of whack, we are talking about the same data that was used to determine districts in Oklahoma, a predominantly left-voting, Indian-inhabited state that somehow manages to pull a white conservative vote out of it's ass invariably...
