I did change it along the Höllental to a primary as the trunk parts where already tagged with motorroad=no. From Himmelreich to Freiburg it is definitely a trunk.
I think the whole road should be trunk: this would be consistent with how such roads are tagged elsewhere. The fact that through the Hirschensprung the road quality is not the same should be reflected in the physical tags (surface, lanes, etc). Trunk roads should form a network (perhaps not in places like Poland where the overall main road network is still highway=primary or CH where it is motorway+primary, but in DE certainly).
In Germany there is usually no trunk with motorroad=no. Considering the B 31, it is a primary. Some parts where reconstructed and are now trunk but the main part is still a primary. In Germany you will generally find motorway and primary networks, where trunk is often a connection in between the networks or a temporary state (often decades) when changing a primary to a motorway. Then some parts of the primary will be trunk and other remain primary.
