i downloaded admin_level=6 and it have this one building as one polygon. it should by all region and not only the administrative center (this building) i guess (?)

I donwloaded polygons for admin_level=6 and this building is one of them even tho it is not admin_level=6 it is THE administrative centre (building/office) of the region of admin_level=6.
