The place has gone or never existed. A user of Organic Maps application has reported that the POI was visible on the map (see snapshot date below), but was not found on the ground.

This should not be mapped as a primary road - in fact, it is just an unpaved mountain track... In developed countries, roads marked as primary are required to have two lanes, be smoothly paved and easily usable by any vehicle (see highway=primary ). I've been there recently and I've seen several tourists get there, be surprised and have to turn around at the start of the unpaved part.
