I asked Servicio de Turismo del Cabildo de La Palma and they told me

"There is a road open from Los Llanos to Fuencaliente through the coladas, open from 08.00 hours to 22.30 hours.

We don't know if it is available for bicycles as the road is still a bit hot, so we don't know if the wheels support such heat."

So I am not sure what the status is either, but seing how the rest of the road is bicycle=yes it might be possible
