It's not, you can pay either Metromoney or contactless. They don't check your citizenship.
I'm not sure how much does it cost if you pay contactless with a foreign card, though: other public transport does charge foreign cards 1.5 GEL instead of 1.
But again, you can buy Metromoney, no ID or bank card needed. The card costs 2 GEL.
