Hi Adam,

There are several reasons:
1. As a tertiary road it was considered equivalent to the other roads that intersect it. Navigation offered ridiculous instructions like "turn left at the intersection of Snake Mountain Road", which is gravel. That tells me that something is wrong.
2. It is the primary connector between Middlebury and Weybridge (and also Addison).
3. It has a posted speed limit of 50 MPH, like other state highways and unlike other tertiary roads, with no stop signs or traffic lights over its entire length.

I think these things more than outweigh the government agency that maintains it.
