This building is no longer under construction. I believe the Mapbox satellite imagery shows the new construction properly, but I'm planning to do a walk-by to confirm.

I haven't seen this type of marking used for street parking anywhere else. There is no special parking in these marked spots on this and the block south of this, just regular street parking.
