No, they are not, sorry! This is indeed a path that goes underneath the disused railline/shared-use path. I made a mistake and would like to undo. There *are* steps missing, just beside the path, but that's a separate issue.

There is no "no cycling" sign, that's true. I'll report to komoot that it's suggesting cycling on this footway+sidewalk erroneously. Thanks again!

I checked komoot and found it, and the layers opencycle and openstreet all (3) list it correctly as footpath, and yet komoot suggests it was a suggested route for bikes. Perhaps the issue is with komoot. Either way, my suggested edit is to mark it as 'no bikes' rather than unknown. :) (Also, yeah, just the one app, not multiple apps, mea culpa) Thanks!
