There is a commuter tag required by the University of Tennessee, but there is also public parking (ie, you don't need a permit), from Monday through Friday from 6pm to 3am, and Saturday through Sunday from 6am to 3am. Not sure hpe to distinguish the two classes of people on the map, people with tags and the public who doesn't.

It's a turn lane at a 4 way light system, with a yield sign while turning via it, instead of turning right on red.
