what is this supposed to be (node/10160688018)? This is for sure not a government department (office=government). Please take a look at the OSM Wiki (osm.wiki/Main_Page) to find suitable tags.

the libary was already mapped close by (node/5181717421). I removed the duplicate, but please check whether POIs already exist before adding something.
