Thank you mfbehrens99! I saw that i intersected two lvl 6 boundaries, that's why asked to check changeset. And didn't want to use lvl 5 or 7 because osm wiki saying Ghana don't use it commonly.
But for now, I assume level 7 is fine.

I already found both Accra Metropolitan District relation (1991850) and Greater Accra Region Districts (1991849).
But what about boundary of Accra as a "city"? Changeset
based on list of districts on https://en.wikipedia.org/wiki/Accra#Districts and GADM data (https://gadm.org/download_country_v3.html)
Do you know how to save this boundary by, maybe, just changing it's name/admin_level or smth?
