I thought it was visually clearer with them in most overlays, and the central sections are arguably in fact tunnels.

(I agree more pedestrians might use it than cyclists in practice, but) since there's red paint, the cycling symbol, and the path leads from HortPark to bicycle parking: i've put it as a 'Cycle & Foot Path' preset, with foot=designated, if that is alright?
