man_made=tower, tower:construction=lattice doesn't seem appropriate for these lamp posts.
They are regular round poles not construction=lattice. Tagging like this might be more suitable for the 4 big ones around Daugavas stadions, maybe the smaller towers you can see around railroad and some industrial areas.

My suggestion is switching to highway=street_lamp; support=pole. highway part is a bit non intuitive thus a draft for light_source=lantern exists, but for now use of highway=street_lamp in parks seems common enough to not be a problem.
