I may have had some misunderstanding on how that area gets imported though. It looks like its back, and is incorrectly including public-use trails in the military landuse area again.

The landuse area was still marked when this changeset was closed. I only removed a duplicate as far as I know.

I believe the feature in question should have been tagged according to area:highway=footway

Footways are allowed to be closed areas, but you were right, I made an error with my tagging.
