There are stop lines (929.) - one across the whole road including the cycleway and one for cars only (https://www.mapillary.com/app/?lat=56.9626569&lng=24.1444545&z=19.9&pKey=855529135926402&focus=photo) - so this looks a bit like cycleway=asl, but it is not as obvious as at the intersection of Barona and Bruninieku, therefore I am not 100% sure.

OSRM routing engine thinks it is a good place to cross Brīvibas iela on foot. Something is wrong here, perhaps few relations missing.
