There's a wiki page about it osm.wiki/Achavi
I personally use the javascript bookmarklet from there. You can also just copy/paste the changeset number (for example https://overpass-api.de/achavi/?changeset=69103835) . It usually takes about 2 to 3 minutes for it to work after the changeset has been uploaded.

A tip: you can look at your changesets with "achavi": https://overpass-api.de/achavi/?changeset=69030900 to see if anything was deleted. But that still doesn't answer the question why these deletions happen in the first place.
