Sorry for the late response on this changeset as this is my personal account and does not see much usage. I work for Facebook and my name is David.

We were working in the dev environment and an editor accidentally uploaded their practice edits to live OSM instead of the dev environment. That is why this changeset was reverted and a large number of highways were deleted.

As mentioned above, this is my personal account and will not be used for making edits related to Facebook going forward.
