If you log in with OSM ID, you'll be able to see there are still 44 errors on this trail where it crosses with other trails, rivers and roads (after logging in, look on the left side of the screen for, "issues"). If the city "officially" made the change, there must be a document? We are not permitted to use Google Maps or Google Street View when mapping in OSM. |

The OSM wiki does not state that one style is preferable over another style. Both styles are correct and because of that, changes like this can lead to edit wars, i.e., one mapper prefers one style vs another mapper who prefers another style. It can go back and forth forever.
