I completely disagree with the need for changeset comments. They communicate nothing that can't be far more effectively communicated by just looking at the edit.

If I were making a large, complex, or controversial change, I would add a comment to explain it. When I am just tracing things from aerial photos, a comment is, at best, completely pointless.
