This is not Fulton Place (and never has been). Fulton Place was a block east and sat behind the DRPA Ben Franklin Bridge Administration Building. When they expanded the building in the 50s and 60s, Fulton Place was replaced by a parking lot. What is labeled as Fulton Place is simply a service drive for the DRPA maintenance yard.

This is the Administrations Building for the Benjamin Franklin Bridge. It is operated by the Delaware River Port Authority but their main building is blocks away at 2 Riverside Drive.
