I believe that this is a causeway leading to the Japan-Palau Friendship Bridge, and should just be tagged embankment=yes.

The tunnel tag seems incorrect here, since the Chehalis Western Trail simply passes under a railway bridge. Shouldn't the bridge be tagged instead?
