I would normally just merge these and apply fixes as I see appropriate; however, in this case, the two nodes have disagreeing values (wheelchair=yes and wheelchair=no). Before any fix can proceed, we might want someone local to survey it. I don't want to merge it and just drop accessibility information for the sake of deduplication.
