In this case I think the disused tags shoudl be used, the name of the building doesn't include (closed) so that doesn't belong there. disused=*:

I assume the house number is also still valid so the tag addr:housenumber= could also be set?

"Cyclist dismount" signs have no meaning in UK law. If there is no end cycle lane sign in theory the path continues past the cyclists dismount sign.

Did you validate this on the ground, there (at least used to) exist a set of stairs to a pavement on the side you have deleted.
