Indeed there is not much activity related to Albania on OSM, but there is a community hosted at Open Labs Hackerspace in Tirana working hard to initiate and build the Albanian OSM community. @Xhendris (https://www.openstreetmap.org/user/Xhendris) is one of the members of the team actually initiating OSM meetups.
