This building is tagged as "layer=yes" which doesn't make a whole lot of sense. Could anyone who's been through here hazard a guess as to what it should be?

Area around here is heavy with pedestrian movement throughout the day, especially in the morning and in the evening when people are going and coming back from work. There isn't a definite route that people take through the area and legibility is poor.
