A library building (building=yes) is almost invisible
on the standard layer, covered by a roof polygon
(highway=pedestrian + area=yes).

The roof structure physically extends beyond the
library walls as a rain shelter, and also serves
as a rooftop plaza on upper floors.

Two related issues:
1. The library building is hidden under the roof polygon,
as highway=pedestrian has higher rendering priority
than building in openstreetmap-carto, and the layer
tag cannot override this.
2. The boundary between the rooftop plaza and the
adjacent ground-level plaza is not visible, as both
share the same tag (highway=pedestrian + area=yes).

Any suggested tagging solution?
