| 182083665 | To move the admin boundary, it will need to be unglued from the street. In the iD editor (browser) select the admin boundary the hit Shift D to unglue the two linestrings. Note this can be challenging. It's we we don't recommend joining two different features. Let me know if you need help.

| 181901254 | This app requires that I review everything as good or bad. There is no in between. When I mark it as bad, it may only be that it doesn't fit the OSM tagging scheme. I'll leave a changeset comment with what I found. Two problems, the first is access=no is not likely since this road services a number of residences. Second, living_streets are very rare in the US. You can tag the road as ownership=private. If there are posted no trespassing signs then add access=private.
