I don't think these paths are designated for bikes. Having ridden on them today, there's no signs anywhere indicating that they are for bikes (unlike the national cycle network running alongside London Road). They're not particular wide, and have a fairly rough surface, so I wouldn't have considered them as bike paths having not seen they were already tagged as such. On a mountain bike they're fine, but on a road bike I'd be hesitant to go on, and I don't think it'd be particularly nice on a city bike either.

I've had a look online but can't find details about a local cycle network in Clanfield. The maps for Havant borough don't include Clanfield unfortunately. Personally I would tag these as bicycle=yes, and change highway=footway as I believe they're designed for pedestrians and not for cyclists. I would say that cyclists who are happy to go off-road are still able to and are permitted to use them, though.
