Training area does not include neither road #4 nor road #4111 regardless of gov.map.il.

The are dozens of mistakes and obsolete data in the "official boundaries" of gov.map.il even in the small town I live in, moreover in the entire country.

For security reasons you can't mark a highway as military training ground. Thousands of civilian vehicles pass through every hour, it is dangerous to people to tell them to find another way through urban zones of Yavne.

Besides, OSM is not a mirror for various "official boundaries" and doesn't have to reflect errors in other maps.

I live in Israel for more than 25 years, and id you care about safety you should never mark civilian highways as military training area.

It is clear for anyone who lives here and to anyone who can use google maps and street view that Palmachim Air Forse base is to the west of highway #4.

Those are residential roads, no doubt about that. But as long as they are in construction, they sholud be marked highway:construction + construction:residential. Once complete they become highway:residential.
