Path west of bridge renders as inaccessible (greyed out), but it seems from tags/history that intention is for foot,bicycle,horse to have access. Is rendering just wrong, or are tags wrong?

In this case confusion is unfortunate since path east of bridge really is signed as no access (according to changeset/132584649)
